Instructions
- Combine water, quartered onion, cilantro stems, dried chilies, coriander seeds, cumin seeds, and salt in a large pot.
- Prepare the garlic by cutting off the top third and adding it to the pot.
- Cover the pot and bring to a boil, then simmer for 10 minutes.
- Add the chicken and bring back to a boil.
- Reduce heat to medium-low and cook partially covered for 30 minutes.
