Instructions
- Preheat the oven to 350°F and prepare a 9x13-inch pan with foil or parchment and grease it.
- In a mixer, beat the butter, granulated sugar, and brown sugar until light and fluffy.
- Add the pumpkin, water, and vanilla extract, mixing until well combined.
- Incorporate the flour, cinnamon, cream of tartar, baking powder, baking soda, salt, nutmeg, and allspice until just combined.
- Spread the batter evenly in the prepared pan.
- Mix the topping ingredients and sprinkle over the batter.
