Strawberry Shortcake Cookies

Instructions
- Preheat the oven to 375°F and prepare baking sheets.
- Combine strawberries, orange juice, and 2 tablespoons of sugar in a bowl and set aside.
- In a separate bowl, mix the remaining sugar with orange zest, then add flour, baking powder, and salt.
- Cut in the cold butter until the mixture resembles coarse crumbs.
- Stir in the half and half to form the dough, then fold in the strawberry mixture.
- Drop heaping tablespoons of dough onto the baking sheets.
- Bake for 10-15 minutes until lightly golden.
