Instructions
- Whisk together the soy sauce, brown sugar, garlic, ginger, red pepper flakes, and black pepper in a medium bowl.
- Add the beef ribs to the marinade, ensuring they are submerged, and refrigerate for at least one hour.
- After marinating, remove the short ribs from the marinade and pat them dry, setting the marinade aside.
- Heat oil in a large Dutch oven or oven-safe pot over medium-high heat and sear the short ribs until browned on all sides.
- Add the rice wine vinegar, beef broth, and reserved marinade to the pot, bringing it to a boil before reducing to a low simmer.
- Cover and allow to cook for 2-3 hours until the meat falls off the bone.
- Serve with Jasmine rice and garnish with sliced green onion.
