Instructions
- Preheat the oven to 350°F and line a muffin pan with cupcake liners.
- In a large bowl, whisk together the dry ingredients.
- Add the wet ingredients and stir until just combined.
- Spoon the batter into the liners, filling them halfway.
- Bake for 18-21 minutes, then allow to cool completely.
- For the frosting, melt the chocolate and let it cool.
- Beat the butter until fluffy, then add vanilla and confectioners' sugar.
- Mix in the melted chocolate and salt until combined.
- Frost the cooled cupcakes and decorate with halved Oreos and candies.
