Instructions
- Boil water in a large pot and add salt.
- Melt butter in a small saucepan and whisk in flour to make a roux, cooking for a few minutes.
- Heat milk in another saucepan until hot but not boiling.
- Combine hot milk with the roux and simmer the sauce for a few minutes.
- Cook the macaroni in boiling water until fully cooked, then drain.
- Stir shredded Gouda and cheddar into the sauce until melted.
- Combine the cheese sauce with the cooked macaroni.
- Toast panko breadcrumbs in a skillet until golden, then mix with melted butter, paprika, Romano cheese, and parsley.
- Pour the mac and cheese into a dish and top with the breadcrumb mixture before serving.
