Authentic Birria

Instructions
- Preheat the oven to 300°F (140°C).
- In a large pot, combine the chilies, onion, tomatoes, garlic, and beef broth. Heat on medium and bring to a simmer for 15 minutes.
- In a Dutch oven, heat oil over medium heat. Season the beef with salt and pepper, then sear until browned on all sides, about 5-6 minutes.
- Puree the broth mixture until smooth and add it to the Dutch oven with the beef, along with apple cider vinegar, spices, and bay leaves. Bring to a simmer.
- Transfer the Dutch oven to the oven and cook until the beef is fork-tender, about 3 hours.
- Shred the cooked beef using two forks.
