The mocha base

Instructions
- Whisk together sugar, cocoa powder, and 2 tablespoons of milk in a small pot over medium heat until smooth.
- Remove from heat and whisk in cold coffee and the remaining milk, along with the optional heavy cream.
- Pour the mixture over a cup of ice and top with whipped cream and chocolate syrup if desired.
