Instructions
- Rinse and drain the rice, then set it aside.
- Melt the butter in a saucepan over medium heat.
- Add the onion, garlic, and rice, stirring until aromatic and lightly browned.
- Pour in the boiling water, chicken bouillon powder, sugar, salt, and ground white pepper, and stir well.
- Place the tomatoes and bay leaves on top of the rice.
- Reduce the heat to low and cover, simmering for 20 minutes until the rice is tender.
- Remove the bay leaves and stir lightly to loosen the rice before serving.
