Instructions
- Melt butter in a skillet and whisk in flour until fully mixed.
- Slowly add water, evaporated milk, and whole milk, whisking to avoid lumps, and simmer until thickened.
- Stir in the uncooked pasta and seasonings, then bring to a boil and cook on low heat until pasta is done.
- Add the cheeses and stir until melted and smooth, adjusting thickness with water or milk if necessary.
- Season with salt and pepper to taste, then serve hot.
