Instructions
- Combine shallot, lemon zest, and lemon juice in a small bowl; season with salt and pepper and let sit for 5 minutes.
- In a medium bowl, mix salmon, tarragon, and 1 tablespoon of chives; drizzle with olive oil, season with salt and pepper, and gently mix to coat.
- Add the shallot mixture to the salmon and toss to combine.
- Spoon the mixture over crackers, top with cucumber and remaining chives, and serve with lemon wedges.
