Instructions
- Brown the ground beef in a skillet over medium-high heat, breaking it into small pieces.
- Add diced onions and carrots to the beef, cooking until soft, then season with salt and pepper.
- Stir in peas, garlic, flour, and tomato paste, cooking for a minute.
- Add beef broth, Worcestershire sauce, thyme, and bay leaves, bringing to a simmer and cooking until thickened.
- Transfer the meat mixture to a casserole dish and set aside.
- Boil chopped potatoes in salted water until tender, then drain and mash with butter, milk, and ¾ of the cheese.
- Spread the mashed potatoes over the meat mixture, topping with remaining cheese.
- Bake in a preheated oven at 425°F for about 30 minutes until golden.
