Instructions
- Prepare the vinaigrette by whisking together the tomato paste, red wine vinegar, basil, garlic powder, sugar, salt, and pepper until smooth, then whisk in the olive oil gradually.
- Cook the rotini pasta according to package directions, then drain and rinse with cool water.
