The batter

The orange sauce

The garnishes

Instructions
- Heat oil in a pot to 375°F (190°C).
- Mix all batter ingredients until smooth and coat beef pieces in the batter.
- Combine all ingredients for the orange sauce and set aside.
- Deep-fry the beef in batches until light brown, then remove and drain on paper towels.
- Dip the fried beef in the batter again and fry a second time until golden brown.
- In a skillet, heat oil and stir-fry garlic until fragrant, then add the orange sauce and cook until thick.
- Add the beef to the skillet, mix well, garnish with sesame seeds and scallions, and serve.
