Instructions
- Heat olive oil in a large, ovenproof skillet over medium-high heat.
- Add ground beef, onion, and bell peppers; cook until beef is browned and onion softens.
- Stir in chili powder, garlic powder, cumin, oregano, salt, and pepper.
- Add black beans and rice, stirring to coat.
- Pour in salsa and 1 ½ cups water; bring to a boil, cover, and simmer for 30 minutes.
- Remove lid, stir, and check rice; add more water if needed and simmer until rice is tender.
- Preheat oven to broil and sprinkle cheese on top.
- Broil until cheese is melted, about 2 minutes.
- Serve hot with desired toppings or in tortillas.
