The ganache

Instructions
- Preheat the oven to 350°F (180°C) and line a 12-cup pan with cupcake liners.
- Sift together the flour, cocoa powder, baking powder, baking soda, and salt in a bowl.
- In a mixer, beat the eggs with sugar and oil until lightened, then add the vanilla extract.
- Gradually add the flour mixture and milk to the egg mixture until smooth, then fold in the chocolate chips.
- Fill each cupcake liner about 90% full and bake for 20-25 minutes until a tester comes out clean.
- Cool the cupcakes completely on a wire rack.
- For the ganache, heat the cream and butter until combined, then remove from heat and add chocolate chips.
- Let sit for 30 seconds, then whisk until smooth and stir in vanilla extract. Cool completely.
- Spread ganache over the cooled cupcakes and add sprinkles if desired.
