Instructions
- Preheat the oven to 350°F and butter an 8x8-inch baking dish.
- Melt the caramels with heavy cream in a microwave or saucepan until smooth.
- In a bowl, whisk together flour, oats, brown sugar, baking soda, and salt. Stir in melted butter and vanilla.
- Press half of the oat mixture into the baking dish and bake for 10 minutes.
- Sprinkle chocolate chips over the baked layer, pour the caramel mixture on top, and optionally sprinkle with sea salt.
- Top with the remaining oat mixture and bake for an additional 16-20 minutes until golden.
- Cool completely before cutting into bars.
