Chocolate Caramel Oatmeal Bars

Instructions
- Preheat the oven to 350°F.
- In a large mixing bowl, combine flour, oats, sugar, baking soda, and salt.
- Melt the butter, allow it to cool, and then mix it into the dry ingredients until a soft, slightly crumbly dough forms.
- Press ¾ of the dough into a 9x13 baking dish and reserve the remaining ¼ for topping.
- Bake the crust for about 13 minutes until barely golden brown.
- While the crust is baking, unwrap the caramels and melt them with the cream in the microwave until smooth.
- Sprinkle chocolate chips over the baked crust and pour the melted caramel on top.
- Crumble the reserved dough over the caramel layer and bake for an additional 15-20 minutes until the top is golden brown.
- Allow the bars to cool for several hours before cutting.
