Instructions
- Prepare the fudge sauce by mixing sugar and cocoa powder in a bowl, then melting butter in a saucepan and whisking in milk and the sugar-cocoa mixture until smooth.
- Microwave water until steaming, then stir in the cocoa and sugar mixture along with half of the milk.
- In a blender, combine the ice, the cocoa mixture, and the remaining milk, then blend until smooth.
- Pour the frozen hot chocolate into glasses, top with whipped cream and fudge sauce if desired, and serve.
