Instructions
- Whisk together sugar, cocoa powder, and cornstarch in a medium saucepan.
- Pour in the milk and whisk until well blended.
- Bring to a light boil over medium heat, stirring frequently.
- Reduce heat to medium-low and let simmer for about 10-15 seconds while stirring constantly, then remove from heat.
- Stir in cream and vanilla, then let cool slightly before serving.
- Serve with whipped cream or marshmallows on top if desired.
