Instructions
- Whisk together vinegar, soy sauce, brown sugar, and peppercorns in a measuring cup and set aside.
- Heat oil in a large pot over medium-high heat and brown three chicken thighs skin side down for 4-6 minutes.
- Transfer browned chicken to a plate and repeat with the remaining thighs, adding garlic to the pan during the last 30 seconds.
- Pour the vinegar mixture into the pan and return three chicken pieces to the pot, adding bay leaves.
- Bring the sauce to a boil, then reduce heat, cover, and simmer for 20 minutes.
- Flip the chicken and continue to simmer uncovered for another 20 minutes until cooked through.
- Remove bay leaves and serve the chicken warm over rice with sauce.
