Instructions
- Prepare the vegetables by cutting the cauliflower, rolling and peeling the carrot, peeling and cubing the turnip, and dicing the onion.
- Combine the chopped scallion tops and parsley separately.
- In a cold skillet, cook the ground lamb, breaking it into small bits as it cooks.
- Add the vegetables, beef base, Worcestershire sauce, tomato paste, spices, and water or broth to the skillet, and bring to a simmer.
- Cover and simmer for 20 minutes until the carrots and turnips are tender, then reduce until the gravy thickens.
- Steam the cauliflower until tender, then process it with cream cheese, sour cream, salt, and pepper until smooth.
- Stir in the cheese and scallion tops into the mashed cauliflower.
- Spray a casserole dish with olive oil, layer the shepherd's pie filling, and top with the mashed cauliflower.
- Bake at 375°F for 40-50 minutes until bubbly, and brown under the broiler if desired.
