Instructions
- Prepare the vegetables by cutting the cauliflower, peeling and rolling the carrot, peeling and dicing the turnip, and dicing the onion.
- Add ground lamb to a cold skillet over medium heat, breaking it into small pieces as it cooks.
- Once the lamb is browned, add the vegetables, beef base, Worcestershire sauce, tomato paste, spices, and water or broth.
- Simmer the mixture for 20 minutes until the vegetables are tender, then reduce until the gravy thickens.
- While the filling simmers, steam the cauliflower until tender and then process it with cream cheese, sour cream, salt, and pepper until smooth.
- Stir in the cheese and scallion tops into the mashed cauliflower.
- Spray a casserole dish with olive oil, layer the filling, and top with the mashed cauliflower.
- Bake the assembled pie at 375°F for 40-50 minutes until hot and bubbly.
