Instructions
- Cook the rice if not already cooked.
- Preheat the oven to 350°F and prepare a baking dish with nonstick spray.
- In a skillet, heat olive oil and sauté onion and bell peppers until softened.
- Add ground beef and spices, cooking until the beef is no longer pink.
- Stir in garlic, then remove from heat and mix in rice and Greek yogurt.
- Layer refried beans in the baking dish, followed by part of the cheese.
- Add tomatoes with green chiles, then top with the beef mixture and remaining cheese.
- Bake uncovered for 15 minutes, then broil for 3-4 minutes to brown the cheese.
- Let rest for 5 minutes, then garnish with cilantro and green onions before serving.
