Instructions
- Whisk together the dry ingredients for the cookies.
- Mix the wet ingredients and combine with the dry mixture to form the dough.
- Chill the dough in the refrigerator for at least 2 hours.
- Preheat the oven and prepare baking sheets.
- Scoop mounds of dough onto the baking sheets.
- Bake the cookies until the edges are set and cool them.
- Prepare the cream cheese filling by mixing all filling ingredients until smooth.
- Assemble the whoopie pies by spreading the filling between two cookies.
