The topping

Instructions
- Preheat the oven to 350°F and coat a baking dish with cooking spray.
- Melt 2 tablespoons of butter in a pot and whisk in the flour for about 30 seconds.
- Add water and whisk until smooth, then add milk and combine.
- Stir in pasta and seasonings, bringing to a simmer.
- Cook for 10-12 minutes until the pasta is done, stirring occasionally.
- Reduce heat and stir in the cheeses until the sauce is smooth.
- Fold in the lobster meat and transfer to the baking dish.
- Melt the remaining butter and mix with panko breadcrumbs, then sprinkle over the pasta.
- Bake for 10-15 minutes until the topping is golden brown.
- Garnish with chives and additional lobster if desired, then serve.
