Instructions
- In a medium bowl, whip together the butter, powdered sugar, brown sugar, flour, salt, milk or cream, and vanilla until light and fluffy.
- Stir in the chocolate chips.
- Refrigerate until ready to serve, taking it out about an hour before using to soften.
