Small-batch Cookie Dough Frosting

Instructions
- Preheat the oven to 350°F and line a baking sheet with parchment paper. Spread flour over the parchment and bake for 10 minutes. Allow to cool completely.
- In a medium bowl, cream softened butter and brown sugar until light and fluffy.
- Add vanilla extract and mix until well combined.
- Sift the cooled flour and salt over the mixture, and mix until fully incorporated.
- Add milk and beat until the frosting is smooth and fluffy. Adjust consistency with more milk if needed.
- Fold in the chocolate chips.
- Use the frosting to top cupcakes, brownies, or cookies.
