The cheese base

Instructions
- Combine half and half, salt, onion powder, chili powder, and garlic powder in a medium saucepan and heat until almost boiling.
- Reduce heat to medium-low and whisk in the chopped American cheese a handful at a time until melted.
- Repeat the process with the pepper jack cheese, reserving ¼ cup for later.
- Once the mixture is smooth, remove from heat and stir in the roasted green chilies.
- Transfer to a serving dish, add desired toppings, and sprinkle with reserved pepper jack cheese.
