To Make the Mashed Potatoes

Instructions
- Place quartered potatoes in the pot and add broth and garlic.
- Set the trivet on top of the potatoes.
- In a bowl, combine all meatloaf ingredients and mix lightly.
- Shape the meat mixture into a loaf using heavy-duty foil.
- Lift the foil with the meatloaf into the pot on the trivet.
- Seal the pot and set to cook on high pressure for 30 minutes.
- Prepare the topping by mixing ketchup, BBQ sauce, mustard, and brown sugar.
- After cooking, allow a natural release for 10 minutes, then quick release remaining steam.
- Check the meatloaf's internal temperature; it should be 160°F for beef.
- Remove the meatloaf and place it on a baking sheet.
- Spread the topping over the meatloaf and broil until caramelized.
- While broiling, mash the potatoes with butter, salt, and cream.
- Adjust seasoning of the mashed potatoes as needed and serve.
