Instructions
- Preheat the oven to 375°F and prepare a 9x13 baking dish.
- Mix the shredded potatoes with 2 tablespoons of olive oil, salt, and pepper, then press into the baking dish to form a crust and bake for 35 minutes.
- While the potatoes bake, melt the butter in a saucepan, whisk in the flour, then gradually add the milk and cheese to create a sauce.
- In a skillet, heat the remaining oil and sauté the onion and bell pepper until softened, then add the ground beef and seasoning until cooked through.
- Once the potatoes are done, layer the beef mixture over the crust, pour the cheese sauce on top, and bake for an additional 15-20 minutes.
