Instructions
- Preheat the oven to 350°F and spray a baking dish with nonstick cooking spray.
- Spread the refried beans in an even layer in the baking dish.
- Sauté the onion and bell pepper in oil until softened, then stir in the seasonings and salsa.
- Transfer the salsa mixture to the baking dish, spreading it over the refried beans.
- Bake the casserole for 15 minutes.
- Remove from the oven and break tortilla chips over the top.
- Add shredded lettuce, black olives, and avocado slices on top, then serve hot.
