Instructions
- Melt the butter in a large pot over medium heat and whisk in the flour for about 30 seconds.
- Add the water and whisk until smooth and slightly thickened.
- Stir in the milk and continue whisking until combined.
- Add the shell pasta, salt, garlic powder, onion powder, smoked paprika, and black pepper, then bring to a simmer.
- Cook for 10 minutes, stirring occasionally, until the pasta is done.
- Reduce heat to low and stir in the cheddar cheese until the sauce is smooth.
- Finally, mix in the steamed broccoli and serve.
