Instant Pot Rice with Harissa and Dates

Instructions
- Heat olive oil in a skillet over high heat until shimmering, then reduce to medium and sauté the onions with a pinch of salt until soft.
- Add garlic and bay leaf, cooking for an additional minute, then stir in the harissa.
- Add the rinsed rice and stir until each grain is glistening, then mix in the dates and orange zest.
- Juice the orange and measure to create 1 and 1/3 cups of liquid, adding it to the pan along with salt.
- Bring to a simmer, cover, and cook on low heat for 20 minutes, then let it stand for 10 minutes before fluffing with a fork.
