Instructions
- Preheat the oven to 375°F and coat a baking dish with cooking spray.
- Melt butter in a large pot and whisk in flour until combined.
- Add water and whisk until smooth, then add milk and whisk again.
- Stir in pasta, salt, garlic powder, onion powder, smoked paprika, and black pepper, then bring to a simmer.
- Cook for 10-12 minutes, stirring occasionally, until pasta is tender.
- Reduce heat to low and stir in 4 cups of cheddar cheese and mozzarella until smooth.
- Spread the pasta mixture in the baking dish and sprinkle remaining cheddar cheese on top.
- Bake for 15-20 minutes until cheese is melted and bubbling.
