Citrus Quinoa Salad

The dressing

Instructions
- Soak the quinoa in water for about 10 minutes.
- Bring vegetable broth and water to a simmer.
- Strain the soaking quinoa and add it to the pot.
- Simmer for about 14 minutes, or until most of the water is absorbed.
- Let the quinoa cool.
- In a bowl, combine mandarin oranges, grape tomatoes, red pepper, basil, and black beans.
- Whisk together the dressing ingredients.
- Add the cooled quinoa and dressing to the bowl with the other ingredients.
- Combine everything well and refrigerate.
- For best flavor, serve the next day.
