Instructions
- 1. Preheat the oven to 375°F and line baking sheets with parchment paper.
- 2. Sift together flour, cocoa powder, baking soda, and salt in a bowl.
- 3. In another bowl, beat butter and brown sugar until combined, then add egg and vanilla and mix well.
- 4. Gradually add half of the flour mixture and half of the milk, mixing until incorporated, then repeat with the remaining flour and milk.
- 5. Drop tablespoon-sized clumps of batter onto the baking sheets, spacing them two inches apart.
- 6. Bake for about 10 minutes or until the cookies spring back when pressed, then cool for 5 minutes before transferring to a rack.
- 7. For the frosting, beat cream cheese and Biscoff spread until combined, then add vanilla and powdered sugar and mix until smooth.
- 8. Once cookies are cool, spread frosting on one cookie and top with another to form a whoopie pie.
