corn tortillas, cut into halves

Instructions
- Preheat the oven to 375°F and spray a 13 by 9-inch baking dish with non-stick cooking spray.
- Heat olive oil in a skillet over medium-high heat, add onion and bell pepper, and sauté for 4 minutes.
- Crumble in the ground beef, season with salt and pepper, and cook until browned, then drain fat.
- Add garlic, chili powder, and cumin to the beef and cook for an additional minute.
- Stir in black beans, tomatoes, corn, water, lime juice, and cilantro, then remove from heat.
- Layer 10 tortilla halves in the bottom of the baking dish.
- Spread 1/3 of the beef mixture over the tortillas.
- Sprinkle 1/3 of the cheese mixture over the beef layer.
- Repeat the layering process two more times with tortillas, beef filling, and cheese.
- Bake in the preheated oven for 20 minutes and serve warm.
