Instant Pot Garlic Mashed Potatoes

Instructions
- Peel and slice the potatoes into large chunks.
- Place the potatoes in the Instant Pot with minced garlic and enough water to cover them.
- Cook on Manual High Pressure for 10 minutes.
- Once cooking is complete, quick release the steam.
- Drain the excess water from the pot.
- Mash the potatoes and add cream cheese, sour cream, heavy cream, butter, onion powder, rosemary, salt, and pepper.
- Continue to mash until fluffy, adjusting with water or milk if needed.
- Cool before serving.
