Instructions
- Preheat the oven to 350°F and prepare the baking dish.
- Halve the bell peppers, remove seeds, and place them in the baking dish.
- Heat olive oil in a pan, add fennel seeds, and cook until fragrant.
- Add ground beef to the pan and cook until browned, then stir in the tomato sauce and cook until thickened.
- Mix half of the mozzarella cheese into the meat sauce.
- Fill the peppers with the meat sauce halfway, add ricotta cheese, and top with remaining meat sauce.
- Cover the dish with parchment and foil, then bake for 30 minutes.
- Remove the cover, add remaining ricotta and mozzarella, and bake uncovered for an additional 10-15 minutes.
- Broil for a few minutes until cheese is browned, then top with Parmesan cheese before serving.
