Instructions
- Toast the cumin and coriander seeds in a skillet until fragrant, then grind them.
- Pulse the chilies and garlic in a food processor until fine.
- Add cilantro, parsley, lemon zest, ground spices, lemon juice, salt, and pepper to the processor and pulse until finely chopped.
- Drizzle in the olive oil while the processor runs, stopping before completely smooth to maintain some texture.
- Taste and adjust seasoning with more salt, pepper, or lemon juice if needed.
