Instructions
Soak dried chiles in boiling water for 30 minutes until softened.
Drain the chiles, cut off stems, and deseed them.
Roast a red bell pepper under a broiler until blackened, ensuring the insides are soft.
Toast the spices in a dry skillet until fragrant and brown.
Grind the toasted spices into a fine powder.
Combine chiles, roasted red pepper, spices, garlic, salt, and olive oil in a food processor.
Blend until very smooth, adding more olive oil to achieve the desired texture.
Transfer to a glass jar and cover the surface with olive oil for storage.
