Instructions
- Gather and chop the green bell pepper and onion, and mince the garlic.
- In a medium frying pan, cook the ground meat over medium heat, breaking it into small pieces until almost cooked through.
- Add the chopped vegetables and garlic to the pan and continue cooking until the meat is fully cooked.
- Stir in all remaining ingredients, adding the water last, and bring to a simmer.
- Reduce heat to medium-low and simmer uncovered for about 15 minutes, adjusting seasonings to taste.
- Serve on low carb buns or as desired.
