The Cinnamon-Sugar Filling

Instructions
- Preheat the oven to 350°F (177°C) and line a 9-inch square baking pan with parchment paper.
- In a large bowl, beat the butter, granulated sugar, and brown sugar until fluffy.
- Add the eggs and vanilla extract, mixing until combined.
- In a separate bowl, whisk together the flour, baking powder, cream of tartar, and salt, then mix into the wet ingredients.
- Fold in the white chocolate morsels to create a thick and sticky dough.
- Press half of the dough into the prepared pan, then sprinkle with the cinnamon-sugar mixture.
- Top with the remaining dough, pressing it down and covering the cinnamon layer.
- Sprinkle the top with the reserved cinnamon-sugar and bake for 32-35 minutes.
- Let cool completely in the pan before cutting into squares.
