Instructions
- Heat vegetable oil in a large Dutch oven over medium-high heat until shimmering.
- Add ground pork and cook until browned, breaking up any clumps of meat.
- Add onion, bell pepper, and celery; cook until softened.
- If using, add chicken livers, garlic, salt, thyme, and cayenne; cook until chicken livers are browned.
- Transfer the meat mixture to a fine-mesh strainer and cover to keep warm.
- In the same Dutch oven, add chicken broth, rice, and bay leaves; bring to a boil.
- Reduce heat to low, cover, and cook until rice is tender.
- Remove from heat, discard bay leaves, fluff rice, and return the meat mixture to the pot.
- Gently stir to combine and garnish with scallions before serving.
