The glaze

Instructions
- Preheat the oven to 400°F and line a baking sheet with parchment paper.
- In a large bowl, whisk together the flour, cocoa powder, sugar, baking powder, baking soda, and salt.
- Grate the cold butter into the dry ingredients and toss to combine.
- Add the chocolate chips, buttermilk, and vanilla extract, mixing with a spatula until the dough comes together.
- Turn the dough onto a floured surface and pat into a rectangle about 15x3 inches. Cut into 10-12 triangle wedges.
- Place the scones on the baking sheet, brush with melted butter, and sprinkle with coarse sugar.
- Bake for 12-15 minutes until just set and not doughy.
- Let the scones cool slightly before preparing the glaze.
- Whisk together the cocoa powder, powdered sugar, and milk or cream until smooth.
- Drizzle the glaze over the cooled scones and serve.
