Instructions
- Marinate the flank steak with sugar, sesame oil, soy sauce, and cornstarch for at least 10 minutes.
- Boil salted water and cook the chow mein noodles according to the package instructions.
- Heat vegetable oil in a large pan over medium-high heat and cook the steak until browned, then remove it from the pan.
- Add onions, carrots, and celery to the pan and cook until softened, then add garlic and cook briefly.
- Combine the beef, noodles, and cabbage in the pan and toss to mix.
- Whisk together soy sauce, sugar, beef broth, cornstarch, and sesame oil, then add to the pan and simmer.
- Stir until the sauce coats the noodles, then add green onion tops and cook until wilted.
- Serve immediately.
