Instructions
- 1. Sauté the bell peppers in vegetable oil until soft but still crisp, then set aside.
- 2. Brown the flank steak with salt and pepper in the pot.
- 3. Mix the sauce ingredients in a bowl and pour over the steak, then cancel the sauté setting.
- 4. Add broth or water, seal the pot, and pressure cook on high for 10 minutes.
- 5. Let the pressure release for 3 minutes, then release remaining pressure.
- 6. Whisk cornstarch and cold water together, then add to the pot to thicken the sauce.
- 7. Stir in the bell peppers and serve over rice.
