The tamale crust

masa harina

salted butter, cold and diced

Instructions
- Preheat the oven to 350°F.
- Heat olive oil in a deep skillet over medium-high heat and brown the ground beef.
- Drain the fat, reserving 1 Tbsp, and set the beef aside.
- In the same skillet, sauté the onion until golden, then add garlic for the last minute.
- Stir in the tomato puree, beef, beans, corn, chilies, and spices, and simmer.
- In a bowl, mix masa harina, baking powder, and salt, then blend in the butter until crumbly.
- Stir in hot water and distribute the masa mixture into ramekins.
- Layer the beef mixture on top of the masa, sprinkle with cheese, and bake for 30 minutes.
- Serve garnished with green onions or cilantro and sour cream.
