Top Chocolate Layer

Instructions
- Grease a 9x13 inch baking pan.
- Melt the chocolate chips and peanut butter, then pour into the baking dish and spread evenly. Chill until set.
- For the nougat layer, melt butter, then add sugar and milk, stirring until dissolved and boiling. Cook for 5 minutes, then stir in marshmallow fluff and vanilla. Fold in peanuts and pour over the chocolate layer. Let cool.
- Melt caramels and cream over low heat until smooth, then pour over the nougat layer and let cool.
- For the cookie dough, brown the butter, then mix with brown sugar, cream, and vanilla. Add flour and salt, then stir in chocolate chips. Spread over the caramel layer.
- Melt chocolate chips and peanut butter, pour over the cookie dough, and spread evenly. Top with pretzels and drizzle with melted chocolate. Let cool completely.
- Refrigerate for at least one hour before serving, then cut into bars.
